If the Program Manager is unable to participate in defining the program objectives, the acquisition team must ensure that the set of program objectives are officially approved by the program manager, and/or higher level leadership if necessary.

The entire acquisition team, including cost, schedule, and contracting personnel must understand the program objectives in order to work cohesively as a team to deliver those objectives. If changes are made to the contract, the entire team need to assess impacts to the technical baseline, cost, and schedule aspects of the program.
