1.3.1-1-1 Ensure adequacy of the program's staffing Phase 0 | Phase A | Provide and fill out the Roster Tool with the Program Manager to include all the functional support that the program office will need to ensure that the program will be appropriately staffed to execute all the tasks necessary. 1.3.1-1-2 Ensure all acquisition workshops and trainings are scheduled with PM available for attendance Phase 0 | Phase A | The acquisition process will be successful if the program office utilize all the workshops and training available to them in the pre-award phase. NA NA NA
1.3.1-1-3 Ensure a Program Objectives Workshop is held with Program Manager (PM) participation and/or have PM concurrence and approval Phase 0 | Phase A | Program Manager is responsible for the development and the dissemination of the program objectives to ensure that everyone on the acquisition team understands the priorities and goals of the program. If the Program Manager is unable to participate in defining the program objectives, the acquisition team must ensure that the set of program objectives are officially approved by the program manager, and/or higher level leadership if necessary. 1.3.1-1-4 Ensure program objectives do not conflict with requirement, policy, and other guidance Phase 0 | Phase A | Program objectives includes technical requirements but are much broader in scope. Program objectives may include cost reduction goals, strategy goals (competition advocate), and/or implementation of policies. 1.3.1-1-5 Ensure entire acquisition team understands program objectives Phase 0 | Phase A | The entire acquisition team, including cost, schedule, and contracting personnel must understand the program objectives in order to work cohesively as a team to deliver those objectives.
