Ensure early operational test organization involvement when developing the acquisition strategy to plan for needed support. Ensure sufficient and timely research/development funding and procurement appropriations are programmed during each budget cycle to keep the program in technical balance. Ensure the requirements strategy (as reflected in the ICD and draft CDD) and acquisition strategy with regard to testing are fully supported (manpower, funding, test infrastructure, M&S).
