2.1.1-2-1 Ensure Systems Engineering Management Plan or equivalent is in place Phase A | Phase B | Phase C | Phase D1 | Ensure Systems Engineering is responsible for requirement flow down and verification to Ground, Space Segment system engineering, Launch vehicle including performance specs, Interface Control Documents, and Mission Assurance standards tailoring, Verification plan implementation for each area and interface, content and pass fail criteria for reviews, and approval and overseeing of requirement verification from the unit to the system level. Final plan to be complete at Systems Design Review. Ensure systems engineering charter is defined in sufficient detail for program execution including Space Vehicle and ground functions and all interfaces, physical and functional booster. Ensure engineering is responsible for initial concept validation and systems engineering functions governing all interfaces, components and performance and Mission Assurance specification generation and verification. 2.1.1-2-2 Ensure system engineering tracks/monitors product development activities, system requirement verification, and all process activities Phase A | Phase B | Phase C | Phase D1 | Ensure the following is addressed: trade studies; radio frequency plan & status; system requirements allocations; threats & mitigations; assets/resources needed for all requirement validation and verification and documentation, including simulation activities and operations; acceptability of problem/anomaly investigations, resolution, tracking and documentation; hardware nonconformance resolution process; technical performance metrics adequacy; long lead planning and procurement concerns; and risk assessment. Ensure that System Engineering understands and executes its responsibility: Generation of all specifications, tailoring of Mission assurance standards reflecting the intent of the standards, generation of minor and major milestone criteria, identification or tracking of risk areas, defining the pass and fail criteria for minor and major reviews, and sell off of requirements at all levels. Ensure that the Mission Assurance standard processes are executed and process monitored for compliance to tailored standards. 2.1.1-2-3 Ensure all major responsibility areas are defined: Interfaces, Space, Ground Phase 0 | Phase A | Phase B | Phase C | Ensure Systems Engineering has responsibility for requirements definition and verification for all space, ground, and operation areas, and all interface intersegment and external interface requirement specification and verification. 2.1.1-2-4 Ensure the establishment and effectiveness of all design and verification management working groups, Integrated Product Teams or their defined program equivalents Phase A | Phase B | Phase C | Phase D1 | Ensure that all functional areas establish design and verification working groups that meet frequently to provide a coordinated product that supports design progress towards SDR, PDR, and CDR milestones and continues as necessary to provide design and verification activities throughout the program.
