Ensure statement of work (SOW) specifies quality tasks and deliverables . In particular ensure SOW requires prime to verify existence of a robust QMS at subcontractors and suppliers, especially in facilities developing new technology or contractor sites at which the government does not have prior experience. Ensure SOW addresses prime corporate vision, goal setting, and strategic planning capabilities at this early stage.

Ensure contract requirements include deliverables such as quality program plan and software quality plan. A cross reference of the contractor's quality manual and quality assurance plan to program quality requirements may become part of the contract. Other deliverables may include key program review documentation, end item data packages, audit schedules, deviations and waivers, results of physical and/or functional configuration audits, metrics which reflect health of the quality management system (nonconformities, training, corrective actions, quality costs, etc.)
