Ensure assessment of software acquisition capability evaluation is performed periodically on the government program office, using Capability Maturity Model Integration (CMMI)-ACQ or Systems Engineering Assessment Model (SEAM). Perform the capability evaluation if one has not been performed to date. Document the findings of this assessment as risks and opportunities for process improvement. Plan process improvement activities to address the government's software acquisition risk areas.

Ensure the plan for government process improvement activities to address the government's software acquisition risk areas is developed and assessed. (These risk areas may come from the results of a software acquisition capability evaluation on the government's program office.) Verify that the government's process improvement activities are documented in the Software Acquisition Management Plan (SWAMP). Provide process improvement input to the SWAMP if under development. For SMC programs, assess the government's responses to SMC Instruction 63-103, and ensure it includes the government's process improvement activities.
