2.2.5-1-2 Ensure assessment of the effectiveness of test and evaluation integrated product team Phase 0 | Phase A | Phase B | Phase C | Phase D1 | Before the final version of the RFP is created the SPO TE manager should form an IPT, a test planning/integration working group. This group includes OTA, development test agencies, organizations that may be jointly acquiring the same system, the test support agencies, operational users including multi-service and international users, and any other organizations that will be involved in the test program by providing test support or by conducting, evaluating, or reporting on testing. IPT members will participate in Operational Assessments (OAs) to influence system design and test planning. The functions of these groups are to: facilitate the use of testing expertise, instrumentation, facilities, simulations and models, integrate test requirements; accelerate the TEMP coordination process; resolve test cost and schedule problems; and provide a forum to ensure T&E of the system is coordinated. 2.2.5-1-7 Ensure the program establishes and executes an Integrated Test Team (ITT) Phase 0 | Phase A | Phase B | Phase C | Phase D1 | Ensure the Integrated Test Team (ITT) is co-chaired by a chief developmental tester and a representative of the operational test organization. Ensure the ITT develops a charter describing activities, membership, responsibilities and operating procedures. Ensure the ITT directs formation and execution of sub-groups to address and close various tasks, including provisions for managing multiple systems. Ensure the ITT participates in the selection of a Responsible Test Organization (RTO) or equivalent, and identifies the Chief Developmental Tester (CDT) or Test Manager.
