Ensure a spectrum management plan is established that identifies requirements, roles, responsibilities, accountability, processes and procedures for effectively executing spectrum management within the program office. Recognizing that the scope of this documentation covers the full life cycle of the spectrum-dependent system(s), any changes to either the mission requirements or applicable spectrum regulations over that period may necessitate changing spectrum use strategies and further regulatory review. Procedures required by Federal regulations and DoD policy are documented in the references.

The references include requirements for some activities that need to be initiated very early in the mission planning process to facilitate certification that the required spectrum will actually be available when the system is deployed - long-lead-times are anticipated because external agencies/departments may need to be consulted and perform their own analyses. The first Stage of the System Review process undertaken by NTIA (the process supported, within the DoD by form DD-1494) is referred to as the Conceptual Stage which should be initiated as soon as feasible after initial planning has been completed and proposed frequency bands and tentative characteristics have been nominated. Moreover, most satellite networks are subject to Advance Publication requirements of the international Radio Regulations two to seven years before launch and bringing into use. In addition to these more routine long lead-time endeavors, the mission area should also participate in strategic initiatives to protect mission critical spectrum and to influence the development of favorable spectrum policies. This includes communicating spectrum requirements and future system solution interests to the agency spectrum management office. This also may include participating in national and international forums that function to coordinate spectrum use and develop spectrum policy.

Ensure programs within the mission area are provided with appropriate direction and resources to execute spectrum management requirements effectively. Identify points of contact for spectrum responsibilities and subject matter experts. An organizational path to the relevant agency spectrum management office should be established, observing appropriate chain-of-command, for executing required spectrum management processes. The status of all formal spectrum management submissions and a record of all formal spectrum authorizations should also be maintained by the mission area.
