The program should capture relevant spectrum requirements during requirements definition based on compliance with spectrum regulations and policy. These spectrum requirements should be included in appropriate contract documentation or other contractor correspondence including a Statement of Work, Request for Proposal, and the Requirements Document. These documents should also include language for the contractor providing necessary support and information for the execution of any spectrum management processes including testing and data for formal spectrum applications.

The baseline spectrum requirements and performance characteristics are documented and subject to coordination and approval at multiple levels. Changes to the underlying system design or operating parameters should be reviewed to ensure that consequential impacts on spectrum parameters, relative to previously-approved documentation, are evaluated and appropriately addressed.
