5.5-3-2 Ensure the ground terminal hardware suite design will meet all functional, performance, and interface requirements by performing an independent analysis Phase B | Phase C | Perform an independent analysis and/or modeling of the ground terminal hardware design to determine if it meets the system functional, performance, and interface requirements allocated to ground terminal hardware. Assess the design and performance of the ground terminal hardware suite that will be installed in the Ground Terminal Facility. Ensure ground terminal hardware components meet size, power, and environmental requirements. Ensure the design meets operational staffing plans. Periodically throughout the design and implementation phases conduct independent reviews to assess the performance of the ground terminal components (mod/demod, encryption/decryption, Forward Error Correction (FEC) units, etc). 5.5-3-3 Ensure the ground hardware design will support the software architecture and design Phase B | Phase C | Periodically throughout the design and implementation phase review the software sizing estimates to verify that the selection of the computer-related ground processing hardware will meet all of the functional and performance requirements with adequate margins. Periodically review the software to hardware mapping and margins (e.g., CPU utilization) to ensure projected size estimates are on track to the actual implementation. 5.5-3-5 Ensure the primary ground system design of the computer-related hardware suite meets the facility installation requirements Phase B | Phase C | Verify that the approved design and configuration of the computer-related ground processing hardware suite as specified in the contact has been coordinated with facilities management at the operational location where the hardware will be delivered and installed. Ensure that the facility will have adequate space, sufficient power with UPS, communication networks both internal and external, required flooring (e.g., raised floor, extra weight), environmental, lighting, and security requirements will be met. Review the Human Systems Integration (HSI) design for the number of workstations and ensure it is consistent with the projected operational staffing. 5.5-3-6 Ensure the backup ground system computer-related hardware suite facility will meet the installation and backup facility requirements Phase B | Phase C | If the program requires a backup ground system facility ensure that the design and configuration of the computer-related ground processing hardware suite has been coordinated with facilities management at the backup operational location where the hardware will be delivered and installed. Ensure that the facility will have adequate space, sufficient power with UPS, communication networks both internal and external, required flooring (e.g., raised floor, extra weight), environmental, lighting, and security requirements will be met. Review the Human Systems Integration (HSI) design for the number of workstations and ensure it is consistent with the projected operational staffing. Assess the design, and concept of operations of the ground computer-related hardware as a backup facility that would assume primary operations in the event of a failover from the primary operational site. If there are requirements for switching back to the primary operational site, assess the design and the concept of operations to ensure that the transition back to the primary site meets all of the requirements. 5.5-3-7 Ensure the mobile/transportable ground system hardware suite will meet requirements and is consistent with the operational concepts Phase B | Phase C | Review the design of the mobile/transportable ground system hardware to verify it will meet all of the allocated requirements and is consistent with the programs concept of operations. Ensure the design addresses any special hardware requirements (e.g., ruggedized, shock resistance). Verify that there is coordination with the Logistics organization to ensure the ground hardware design for the mobile/transportable trailers will have adequate space, power, communication networks, environmental, lighting, and security requirements will be met. Assess the overall mobile/transportable configuration to ensure system will meet all transportation, setup, and teardown requirements. 5.5-3-8 Ensure specialty engineering requirements are being addressed for ground hardware (reliability, availability, maintainability, and supportability) Phase B | Phase C | Periodically perform independent assessments of the calculations for all of the specialty engineering requirements associated with ground hardware (Reliability, Availability, Maintainability, and Supportability). Compare the independent assessments with the contractors to ensure each are meeting requirements. Identify risks or concerns early in the program to minimize impacts. 5.5-3-9 Ensure the ground computer-related hardware design for supporting the installation of software upgrades on the operational system meets system availability requirements Phase B | Phase C | Ensure the design of the ground computer-related hardware supports the installation and testing of software upgrades prior to being promoted to the operational system (i.e., separate hardware test string). Ensure the availability requirement will be met by assessing the amount of predicted downtime during the upgrade process.
